Programs
Justice Access Foundation operates charitable programs across a spectrum of direct services — from legal education and procedural guidance to direct litigation cost assistance and emergency economic stabilization — for qualifying individuals and families in California who face barriers to the civil legal system. All programs are charitable in nature and serve an indefinite class of beneficiaries. No program is conditioned on or connected to the purchase of any commercial service.
Preventing Housing Instability
Description This program provides low-income individuals and families in California with access to legal education, procedural information, referral coordination, and direct financial assistance for legal and technical services related to residential tenancy, unlawful detainer proceedings, and housing-related administrative processes.
Target Population Low-income renters and occupants facing housing proceedings, eviction notices, or housing authority actions in California, without adequate access to legal resources.
Services Provided
- Plain-language guides to California tenant rights and eviction procedures
- Assistance in understanding court notices, summons, and response deadlines
- Referral to qualified legal aid organizations, law school clinics, and licensed attorneys
- Direct payment of legal representation fees and technical service costs on behalf of qualifying individuals, subject to eligibility review and board-approved grant criteria
- Information on emergency housing assistance programs and administrative protections
Safeguards
- Grant eligibility is determined by written criteria adopted by the Board of Directors
- All educational materials are reviewed for accuracy and compliance with current California law
- No financial or referral relationship with any commercial housing, rental, or property management entity
Compliance Boundaries JAF does not provide legal representation. Direct cost assistance is provided as a charitable grant to fund services delivered by independent, licensed professionals. All referrals are to licensed nonprofit legal organizations or licensed attorneys in good standing with the California State Bar.
Wage Protection and Economic Justice
Description This program assists workers in California who have experienced wage theft, unpaid overtime, unlawful payroll deductions, or other violations of state and federal wage and hour laws. Services include legal education, procedural guidance, referral coordination, and direct financial assistance to fund legal representation and technical services for qualifying workers.
Target Population Current and former workers in California who have experienced wage theft or labor law violations and who lack adequate access to legal resources.

- Plain-language explanations of California wage and hour laws
- Guidance on filing wage claims with the California Labor Commissioner
- Information on workers’ rights under federal and state law
- Referral to legal aid organizations, worker centers, and licensed employment attorneys

Procedural Fairness and Court Navigation Support
Description This program assists individuals in California who must navigate civil court proceedings without legal representation. It provides procedural information, form-completion guidance, navigation assistance, and direct financial support for legal and technical services to qualifying self-represented litigants.
Target Population Self-represented litigants in California civil courts, including individuals involved in small claims, unlawful detainer, limited family law proceedings, and administrative hearings, who lack adequate financial resources to retain counsel.

Public Legal Education and Literacy
Description This program produces and disseminates plain-language legal information in English, Spanish, and Chinese (Simplified) to support the ability of California residents to understand their legal rights and civic obligations within the state and federal legal systems.
Target Population General public in California, with emphasis on communities with limited English proficiency, recent immigrants, and individuals with limited prior exposure to the U.S. legal system.

Direct Litigation Cost Assistance
Description This program provides direct financial grants to qualifying individuals and families in California to cover the cost of legal representation and technical services necessary to pursue or defend meritorious civil claims. JAF pays service providers directly on behalf of grant recipients. This program enables individuals who cannot afford professional legal or technical assistance to access the civil justice system on an equal footing.
Covered Costs
- Attorney and law firm representation fees for civil proceedings
- Court filing fees, service of process costs, and related judicial fees
- Expert witness fees and forensic or technical analysis costs
- Document translation, interpretation, and multilingual legal support services
- Other reasonable and necessary costs directly associated with the civil proceeding, as approved by the Board of Directors
Target Population Low-income individuals and families in California who have meritorious civil claims or defenses and who lack the financial resources to retain qualified legal or technical professionals. Eligibility is determined pursuant to written criteria established by the Board of Directors, including income verification and case assessment by qualified reviewers.
How Assistance Is Provided JAF issues grant awards directly to service providers (law firms, attorneys, technical service firms) contracted to serve the grant recipient. Grant recipients do not receive cash disbursements. The attorney-client or service relationship is between the provider and the individual; JAF is not a party to the proceeding and does not direct legal strategy.
Safeguards
- Eligibility and case merit are assessed prior to any grant commitment
- Grant amounts are subject to Board-approved limits and available program funding
- All funded service providers must be appropriately licensed and in good standing
- JAF maintains no financial interest in the outcome of any funded proceeding
- No grant is conditioned on a particular legal outcome or settlement amount
Compliance Boundaries This program provides charitable grant funding only. JAF does not provide legal representation, does not act as a party in interest in any proceeding, and does not retain any portion of any judgment or settlement obtained by a funded individual.
Post-Judgment Economic Stabilization Assistance
Description This program provides emergency financial assistance to qualifying individuals in California who have obtained a favorable civil judgment or settlement but face documented economic hardship during the period between judgment entry and actual receipt of payment. Civil proceedings frequently result in extended delays between a favorable outcome and actual recovery of funds; this program addresses the economic instability that arises during that interval.
Target Population Individuals in California who have obtained a final civil judgment or executed settlement agreement in their favor, who face documented economic hardship — including risk of housing loss, utility disconnection, or wage shortfall — during the post-judgment waiting period, and who meet income and need criteria established by the Board of Directors.
Services Provided
- Emergency assistance grants for immediate stabilization needs including housing costs, utility payments, and essential living expenses
- Interest-free bridge assistance, structured as program-related investments where appropriate, pending receipt of judgment proceeds
- Case management and financial counseling referrals to support recipients during the recovery period
Safeguards
- Eligibility requires documented judgment or settlement and documented financial hardship
- Assistance amounts are calibrated to documented need and are not based on judgment value
- Bridge assistance structured as loans is subject to written repayment terms tied to receipt of judgment proceeds, not to a fixed date
- JAF maintains no lien, assignment, or security interest in any judgment or settlement proceeds
- Program funding is subject to available charitable resources and Board authorization

This program is not litigation finance and does not function as a commercial funding arrangement. Assistance is conditioned solely on documented financial need, not on the amount of any recovery.
